Introduction

Legal identity/definition, oversight bodies: CAPA The Global Education Network is a private limited partnership organization governed by the CAPA Board of Directors, which is responsible for the legal and fiscal compliance of CAPA Worldwide. The CAPA Board is made up of the CEO/President, an independent financial consultant who reviews CAPA’s commercial and fiscal responsibilities, and CAPA Department Heads. The CAPA The Global Education Network Academic Advisory Board (AAB) was established in 2005 to provide advice and counsel on the development and progress of the CAPA programs worldwide. CAPA programs operate in key global cities around the world where student and academic life is supportive of CAPA’s educational philosophy. The Academic Advisory Board advises CAPA The Global Education Network on matters pertaining to the development, growth and maintenance of its prgrams, particularly with respect to academic affairs. AAB members carry out Annual Performance Assessments and serve on periodic Site Reviews of the CAPA programs. The AAB meets annually, consults in virtual meetings as needed & receives reports from the Curriculum Committee, which considers curriculum issues throughout the year.

CAPA Principles

I. Programming

CAPA The Global Education Network believes that students and institutions deserve programming throughout the world of the highest standard at the best price possible. CAPA accepts the challenges of providing programs in several of the most frequently sought destinations. For 40 years CAPA staff have worked with institutions to develop programs that meet their goals for learning abroad. CAPA has developed academic offerings, support frameworks and oversight structures for both independent student enrollment and specialized, custom programs. In all CAPA locations we are committed to the following program quality principles.

Academic Program:

  • Courses with clear learning objectives developed consistently in syllabi, which are rigorously presented, assessed and regularly evaluated, in a context guided by standards of behavior which have been fully accepted by faculty and well explained to students.
  • Classroom learning, which is situated firmly in the unique context of the host culture, which both celebrates and respects the differences of the host environment of the program.
  • Holistic learning opportunities (CAPA’s My Global Education program) and strategies/exercises for reflection linked to all in-class courses.

Living Environment:

  • CAPA provides accommodation for our visiting students and faculty.
  • We believe students should have a choice in where they live, so we offer both apartment / dormitory style living as well as the option to live with a local family in a homestay
  • CAPA uses expert third-party suppliers for residential housing and homestays to ensure high quality, well managed housing. Suppliers must adhere to high standards of health and safety in all areas
  • We provide accommodation in a variety of communities at our centers worldwide. The aim of the locations is to enhance the students experience by allowing them to live within a local community, rather than in areas populated by tourists.
  • CAPA student services staff are on hand to assist and support students with any roommate issues and general housing issues.
  • All CAPA students are obliged to adhere to a student code of conduct, which includes guidelines on behavior within their accommodation. Any student in breach of these guidelines will be subject to disciplinary procedures.

Support for Student Engagement & Safety

  • While students enrolled in higher education are expected to be sufficiently mature to live on their own in a new culture, CAPA is aware that as the International Education Organization we play a critical role in supporting an environment for learning in which they engage fully and safely.
  • Students are encouraged to consider carefully what they want to achieve at the beginning of each program. Throughout the period abroad in and out of classroom experience is designed to maximize engagement with the host culture as well as student reflection on those experiences.
  • CAPA endorses the guidelines published by the NAFSA Inter-organizational Task Force on Safety and Responsibility in Study Abroad. A leader in health and safety management, CAPA has implemented the following policies and procedures for managing emergency situations that occur abroad:
    • Preparedness – CAPA maintains a comprehensive health and safety plan in order to ensure a safe and productive learning environment for students and faculty. This plan includes specific guidelines for dealing with emergencies such as student assault or suicide as well as large scale crises such as natural disasters or acts of terrorism. Teams are in place to lead the plan, to locate all students, and to keep home campus informed at all times. CAPA’s relationships with tour operators in each program site ensure there is a place to relocate students should such a need occur.
    • Continuous Assessment – CAPA staff members receive regular training from Docleaf, an organization specializing in crisis management and support. This includes comprehensive and ongoing health and safety training, including guidelines on referral and working within the limitations of their own competencies. II. Operations

CAPA The Global Education Network is committed to operating worldwide in a manner which is both transparent and truthful in all aspects of our relationships with education abroad consumers. Respect for students, their home institutions and the host societies in which CAPA operates is central to our management standards. Observance of “Best Professional Practices” and the observance of local laws and cultural practices are cornerstone of the CAPA business model.

  • CAPA is committed to offering programming of the highest standard to all students. Economies of scale understandably impact the prices offered to institutions & groups of students. CAPA does not enter into “exclusive” agreements or arrangements with any institutional partners.
  • CAPA’s Academic Advisory Board meets annually and carries out periodic site review visits, on which members of the AAB and as well as other faculty and staff participate. Both the meetings and the site reviews involve a substantial, unpaid commitment of time and expertise reading and responding to reports and creating rigorous assessments of CAPA Programs. These activities are recognized as necessary by the home institutions of the AAB members in order to carry out due diligence on behalf of the students who may participate on CAPA programs. All expenses for the annual meeting and the Site Review Visits are paid by CAPA. The home institutions of AAB members allow their release time – spent serving on the AAB – as an in-kind contribution to the oversight of CAPA programs.
  • During the course of each year CAPA offers Global City Academic Program Workshops at its overseas program sites. Institutions use these workshops to investigate CAPA programs, and there is no commitment through participation to develop a program. CAPA and the institutions whose faculty & staff participate on them share the cost of participation on these workshops.
  • CAPA is committed to avoiding conflicts of interest. CAPA employees are prohibited from engaging in activities that compromise their responsibilities to CAPA The Global Education Network, its students or its academic partners.
  • CAPA strives to be an inclusive environment, where all students and visiting faculty receive the support and guidance necessary to interact in a new environment and learn from people with diverse backgrounds, worldviews, and cultural traditions. While abroad, students will encounter a wide range of perspectives regarding diversity issues. Understanding how these attitudes and beliefs may influence the study abroad experience will significantly help students to better understand their own beliefs as well as those of their host culture.
  • CAPA works with its partners to make study abroad accessible to an increasingly diverse student body.

Student Learning Outcomes

CAPA’s five student learning and development outcomes are integrated into all aspects of our programs. A student learning outcome is an articulation of what we strive to teach and expose students to while on our study abroad programs. At the end of students’ time abroad with us, they are able to look back at these outcomes and think of examples of how they experienced each one and how they were impacted personally and professionally. Our SLDOs are:

Globalization:  Students will be able to recognize, describe, and interpret examples of the impact of globalization in the urban environment.

Urban Environments: Students will be able to explore and analyze the spaces they inhabit, and reflect on differences and similarities between their home and host environments.

Social Dynamics:  Students will be able to understand concepts of, and implications of, the realities of power, privilege, and inequality in urban environments.

Diversity: Students will be able to describe, interpret, and respect the differences and similarities within their student community and between their home country and the host country.

Personal and Professional Development: CAPA students will gain insight into their personal and professional development that occurred during their CAPA learning abroad experience, with emphasis on the skills they acquired that will be of particular interest to future employers and graduate school admissions officers. Through the creation of an e-portfolio, students will also learn how to articulate these skills in a variety of contexts.

CAPA Code of Conduct

CAPA is first and foremost committed to student safety and security. By submitting your application and enrolling on a study abroad program with CAPA International Education (herein referred to as CAPA), you agree to abide by the following rules and Code of Conduct, which are in place to ensure a positive and safe learning experience for all students.

All home campus codes and rules of behavior still apply while you are studying abroad. In the event of a breach of this Code of Conduct, you may be subject to any additional disciplinary action your home institution chooses to take, separate from that taken by CAPA.

When living and studying within a learning community, it is extremely important to show the utmost respect, decorum and maturity. You are expected to respect your fellow students, faculty, CAPA staff and residence staff. You are expected to adhere to staff’s directions when approached regarding housing and/or behavioral infractions; failure to do so is a breach of the Code of Conduct. This Student Code of Conduct covers all CAPA participants living in all CAPA residences, including apartments, homestays or university-run dormitories, and attending a CAPA program.

It is also important to note that social networking should be used with great care, as inappropriate posts can reflect poorly upon yourself, your university and CAPA, and negatively affect your future employability, as well as your relationships with your fellow students. Social networking posts indicating that the Code of Conduct has been broken may be used as evidence within the disciplinary process and should be avoided in your own best interests.

In addition to the Code of Conduct represented within this document, students participating in a CAPA study abroad program are required to adhere to all agreed terms and conditions stipulated prior to departure and upon arrival, including those within any agreements, standards or rules presented by CAPA pertaining to residential, academic, internship/service learning and behavioral rules and regulations. It is your responsibility to make yourself aware of all relevant guidance and rules.

As agreed in your study abroad application, you accept and acknowledge that in the event that you violate the Code of Conduct, you could be dismissed from your residence and from the program. Upon dismissal for disciplinary infractions, no refunds of program fees will be issued.

A. General Behavioral Rules:

  1. All forms of dishonesty which harm others or undermine the academic purpose of the program or a program activity are prohibited, whether they occur by act or omission. Such forms include, but are not limited to: cheating, plagiarism, self-plagiarism, knowingly furnishing false information to staff, faculty and other designated leaders, and forgery, alteration or use of any institution’s or CAPA’s documents or instruments of identification with intent to defraud.
  2. Disruptive behavior is prohibited, both in and outside the classroom. This includes, but is not limited to: unwanted sexual contact, sexual exposure, verbal abuse, physical assault and/or battery, harassment, threats to or intimidation of any person, student or staff member involved on any CAPA program.
  3. You are required to fulfill to the best of your ability all requirements in your academic and/or internship programs, including but not limited to, attendance, maintenance of adequate academic standing, and completion of coursework/internship work.
  4. The use of social networking sites to bully, harass or intimidate any person, student or staff member involved on any CAPA program is prohibited.
  5. Possession or use of illegal drugs is strictly prohibited and will result in immediate dismissal from the program.
  6. Any act of theft or damage to any premises or property of any individual or institution, regardless if they are affiliated with the program or CAPA, is prohibited.
  7. You must follow all the rules set out in this contract and other rules distributed prior to departure and upon arrival pertaining to your residence and all other CAPA-designated residences and buildings, including homestays. It is YOUR responsibility to make yourself knowledgeable of all residential, academic, internship/service learning and behavioral rules and regulations.
  8. You must co-operate and remain respectful of the staff, faculty and other designated leaders/supervisors throughout the program.
  9. You must be responsible and respectful when dealing with neighbors and local citizens, for you are representing your institution, CAPA and your country while you are studying abroad.
  10. You are required to provide CAPA with any information required by the local government in regard to visas and residence permits; this includes providing CAPA with your original passport for photocopying within a specified timeframe.
  11. When travelling outside your study abroad city or country, you must alert CAPA via the method outlined in orientation. This is to ensure that CAPA can contact you in the event of an emergency and is prepared to support you should an emergency happen to you while away from your program location. Any specific laws or regulations about travelling while residence permits or visas are pending must be adhered to and travel outside the host country may be prohibited during these periods, as advised by the Resident Director of your location.
  12. CAPA does not provide alcoholic beverages at any CAPA-sponsored event. However, alcohol may be available for purchase directly from the venue at selected organized events. CAPA has the right to control the distribution of alcohol, e.g. limit the number of beverages sold per person and to stop the selling of alcohol at least one hour prior to the end of an event. Additionally, CAPA has the right to deny entrance to and/or remove any student visibly intoxicated at any CAPA-sponsored event.
  13. As part of our ongoing commitment to student safety and security, CAPA requires all students to have a cellular phone while enrolled in our programs. It is your responsibility to acquire a cellular phone either in the host country within the first week of arrival or in the U.S. prior to departure. If acquired in the U.S., you must ensure that you are able to send and receive text messages and voice calls from local (in country) phones. Detailed information about how to purchase or rent a local phone has been provided in your pre-departure material for the specific country in which you are studying. When not in class, you are required to keep your phone fully charged, operating with adequate credit, and switched on so that CAPA staff can reach you in the case of an emergency. Students are required to acquire a cellular phone, to report the number to in-country CAPA staff within the first week of the program, and to remain contactable by phone throughout the program.

B. Residential Rules – Apartments, Dormitories, Hotels:

  1. A high regard of the rights of all residents is essential for creating a healthy community spirit. You are expected to show respect to all CAPA students and staff, as well as to others residing within the building and the neighborhood.
  2. In most CAPA locations, Quiet Hours are enforced in all residences. These hours may vary but are approximately 11:00pm to 7:00am seven days per week. Care is required when returning home to your residences as noise travels within hallways and foyers. Also, your neighbors will not tolerate loud and/or drunken behavior, and are likely to call the police or other governing authority to complain about loud noises. Thus, it is necessary to be courteous and considerate at all times.
  3. There is a strict NO OVERNIGHT GUEST policy in all CAPA residences in all program locations. You must ensure that all non-CAPA guests are out of the residences during quiet hours or by 12am, whichever comes first. There is also a NO GUEST POLICY in the residences during established quiet hours, and this policy applies to CAPA students as well as non-CAPA guests. You must be respectful of your roommates and/or flatmates at all times, regardless of the specific quiet hours in your residence.
  4. You are responsible for all actions and activities that occur in your apartment/room, including those of fellow residents or personal guests. Therefore, it is your responsibility to remind fellow residents and guests of these residential rules and to always adhere to CAPA’s Code of Conduct.
  5. Possessing or using ANY illegal drug is STRICTLY prohibited, and all staff and faculty are required to call the police and report any suspicion of such illegal activity. Do not underestimate the seriousness of such an offence. In addition to being bound by local laws and methods of prosecution, any violator of CAPA’s NO ILLEGAL DRUG policy will be dismissed immediately from the residence and from the program at his/her own expense.
  6. Throwing any items such as food or trash out of windows can be dangerous and is strictly prohibited.
  7. Gaining access to prohibited areas or emergency exits, e.g. the roof or fire escapes, for reasons other than exiting for a fire is not permitted, and offenders will be held responsible for all damage and/or injury incurred from such action. If necessary, final grades will be held until payment of any fines and/or damages are made.
  8. For apartments and dormitories, you may be required to fill out an inventory checklist upon arrival and return it as instructed on the arrivals checklist. At the end of the program, the housing provider/building manager will assess all apartments/rooms for damages and missing items during check out and/or after departure, and you will be held accountable for all damages and any missing items in your apartment/room. Where it is not possible to determine who is responsible for the damage or missing item, the cost will be shared equally by all residents within the apartment/room. If necessary, final grades will be held until payment is made for these damages. Note that if CAPA/Landlord/Building Management have not been made aware of any issues in your flat prior to your check out, such issues cannot be considered when assessing your liability for damages.
  9. As a resident, you must maintain the accommodation to an agreed standard of cleanliness. You will make a good faith effort to address any concerns by flatmates or building management about the neatness or cleanliness of common and shared areas.
  10. You are accountable for all residential keys issued to you at the start of the program. If for any reason you lose your keys, you must inform CAPA immediately. Replacement keys may be purchased at a fee as determined by the housing provider. Should keys not be returned at the end of the program, you will be charged for replacing them.

C. Residential Rules – Homestays:

  1. Respect must be shown to all CAPA students and staff as well as to all those residing within the homestay and its neighborhood during the program.
  2. In most CAPA locations, Quiet Hours are enforced in all homestays. These hours may vary but are approximately 11:00pm to 7:00am seven days per week. Care is required when returning home to avoid disturbing your hosts. Also, your neighbors will not tolerate loud and/or drunken behavior, and are likely to call the police or other governing authority to complain about loud noises. Thus, it is necessary to be courteous and considerate at all times.
  3. Guests during the day are also not allowed unless you have prior permission from your hosts. Do not arrange meetings with your friends or classmates at your host’s home. If you are dating,, do not invite your boyfriend/girlfriend to go to your room. Do not invite guests to stay for meals.
  4. There is a strict NO OVERNIGHT GUEST policy in all CAPA homestays. Even if you have permission from your hosts to have guests in the house during the day, they must not ever spend the night. Do not ask your hosts for permission for guests to spend the night; this is not acceptable and is prohibited according to CAPA’s Code of Conduct.
  5. Although there is no specific curfew, you must notify your hosts when you will be home late. They feel responsible for your welfare and will worry if they do not know what time you plan to return.
  6. If you are going to be away overnight or for the weekend, you must inform your hosts in advance, as well as informing CAPA via the method outlined in orientation.
  7. You must maintain accommodations to an agreed standard of cleanliness. You must address any concerns raised by your hosts about the neatness or cleanliness of common and shared areas.
  8. You are responsible for all guests, actions and activities that occur in your room. Therefore, it is your responsibility to help remind guests of these rules and to always adhere to CAPA’s Code of Conduct.
  9. Possessing or using ANY illegal drug is STRICTLY prohibited, and all staff, faculty and hosts are required to call the police and report any suspicion of such illegal activity. Do not underestimate the seriousness of such an offence. In addition to being bound by local laws and methods of prosecution, any violators of CAPA’s NO ILLEGAL DRUG policy will be dismissed from the homestay and from the program at his/her own expense.
  10. You are expected to keep your bedroom tidy and presentable.
  11. You must abide by the individual “house rules” set by your homestay – these rules apply to such things as the use of the television, phone, bathroom, washing machine, kitchen, as well as locking up at night.
  12. You will be held accountable for all damages you or your guests cause, as well as any missing items from your room/homestay. If necessary, final grades will be held until payment is made for these damages and/or missing items.
  13. You are accountable for all keys issued to you at the start of the program. If for any reason you lose your keys, you must inform the CAPA CENTER immediately as the safety of your host family is also affected by this loss. Replacement keys may be purchased at a fee. Should keys not be returned at the end of the program, you will be charged for replacing them.
  14. Your host has been provided with a copy of CAPA’s Code of Conduct and has been instructed to notify CAPA of any blatant breach of its contents. You should neither ask nor expect your hosts to ignore your disregard of any standards contained in this document.
  15. All home campus codes and rules of behavior remain in effect while you are studying abroad.

D. Fire regulations that must be followed in all residences and homestays:

  1. Smoking is prohibited in all CAPA housing.
  2. Candles are prohibited in all CAPA housing.
  3. Excessive use of extension cords is prohibited in all CAPA housing.
  4. Before using any appliances you have brought from the US, ensure that you have a voltage converter as well as a plug adapter. Failure to do so could result in damage to your appliance as well as electrical shock.
  5. Multi-plug adaptors which allow you to plug multiple appliances into one plug socket are prohibited in all CAPA housing.
  6. Barbecues are prohibited in all CAPA housing.
  7. Tampering with fire alarms, fire extinguishers and sensors is against the law and strictly enforced. If you are caught doing so, both you and CAPA may be subject to criminal prosecution.
  8. Any additional fire regulations and instructions displayed in your housing must be followed.

E. Academic Rules:

  1. Class attendance is mandatory. Three unexcused absences result in a ‘F’ for the course. Medical excuses and verification of family emergencies should be sent to CAPA’s Director of Academic Affairs for your program location, as explained during orientation.
  2. Late submission of any assignments will result in a lower grade as determined by the faculty. Failure to meet any course requirements will be factored into the final grade and could result in a ‘F’ for the course.
  3. Use of laptops, iPhones and other media devices in the classroom is prohibited unless approved by the instructor.
  4. Any behavior that disrupts the classroom environment will negatively impact the participation component of the course grade. Repeated disruptions will be treated as a violation of the Code of Conduct and subject to disciplinary proceedings.
  5. Students are expected to participate in class activities and in online forums and discussions in a critical and evaluative manner; to approach the instructor and fellow students with respect and tolerance; and to actively engage in debate, while avoiding derogatory or inflammatory comments on the cultures or attitudes of others in the class.
  6. Unless specifically permitted by the instructor, talking during an exam is prohibited, nor may you compare papers, copy from others, or collaborate in any way. Any failure to abide by examination rules will result in failure of the exam, and may lead to failure of the course.
  7. CAPA has a strict policy against plagiarism. See individual CAPA course syllabi for detailed information on plagiarism and academic integrity.
  8. All home campus codes of conduct and rules of behavior relative to academic affairs remain in effect during a CAPA program. Students remain subject to any disciplinary action that their home institutions may choose to enforce in addition to that taken by CAPA.

F. Internship & Service Learning Rules:

  1. Interns must observe the working rules and company guidelines, respect the interests of the internship/service learning site and observe codes of confidentiality.
  2. The precise number of placement hours will vary according to the individual intern’s program; however, all interns/service learners are required to commit to and achieve the required weekly and cumulative placement hours. Exact weekly hours and working schedule will be established with the internship site supervisor once the student is in country.
  3. Interns are required to arrange an internship schedule with their site supervisor and to inform the site supervisor of any scheduled breaks or special events occurring during the program which would prohibit them from interning.
  4. Interns are required to complete all time sheets, have them signed by an identified site supervisor and return them to the CAPA staff by pre-set deadlines.
  5. Interns must inform their internship/service learning site and CAPA staff immediately when unable to intern due to illness or any other extenuating circumstances.
  6. Interns are required to attend (if registered) the mandatory Learning Through Internship (LTI) or Service Learning course and produce all necessary paperwork and portfolio work to meet the program requirements.
  7. An Internship/Service Learning Contact Details, Internship Learning Agreement and Host Site Contract forms (as applicable for your program) must be completed and returned to CAPA staff within the timeframe outlined in the internship orientation.
  8. Interns are expected to maximize every opportunity to develop and improve their knowledge of the field in which they are interning.
  9. Interns and service learners will at all times adhere to the visa rules and regulations related to the host country of their study abroad program.

G. Disciplinary Action and Procedures:

If a student is found to be in violation of any of the above, a disciplinary warning will be generated by CAPA staff and issued to the student.

  1. For a first offence, a first warning will be issued, an incident form will be filed at CAPA, and your home institution will be notified.
  2. A second offence will result in a second warning, an incident form will be filed at CAPA, and your home institution will be notified.
  3. For a third offence, there will be a consultation with the Resident Director or another senior member of CAPA staff, with possible expulsion from CAPA housing and/or the program. Your home institution will also be notified and consulted, to agree on a course of action.
  4. CAPA reserves the right to by-pass the first and second warning stage(s) of disciplinary action when extreme behavior/actions warrant immediate administrative assessment and follow up, or at the request of the home institution in cases of a serious breach of their codes. Additionally, CAPA reserves the right to expel any student(s) from any CAPA residence and from the program if they should breach the above rules and Code of Conduct, and no refunds for program fees will be provided. Additionally, grades will not be released until any damages are paid for in full. Note that your home institution may also take additional disciplinary action.

Any actions or behaviors that could compromise the physical, emotional or social well-being of yourself or others may result in dismissal from the CAPA program. This Code of Conduct has been designed to ensure that the rights and safety of all participants are protected and maintained in order to create a healthy and safe community and positive program spirit.
